Three used tyre management tyre models co-exist in Europe: decree-regulated producer responsibility (the most common), free market and government tax system.

Producer responsibility

Under the producer responsibility model, the law assigns to producers (tyre manufacturers or importers) the responsibility for organising and managing waste. This responsibility is usually delegated to a management company, which acts on behalf of the producers and is funded through a contribution which is normally passed on the market as a visible component of the sales invoice.

Government taxes

The government tax model is an intermediate system whereby the state organises the waste management and funds it through a tax on producers, who then pass it on to the customer.

Free market

In the free market model, the law sets targets to be met but does not designate those responsible for meeting them. Under this model, the market operators organise themselves freely and act in accordance with the legislation.
